When you start a new project are you configuring the sequence settings or not?
Personaly I click cancel when it asks to choose sequence settings. Then in the media browser in the bottom left I drag my source video onto the white paper new sequence button. This automatically creates a new sequence that contains the source video and matches its settings precisely.
Why are you exporting to AVI? What are you doing with the videos after exporting? Uploading to YouTube? Depending on what you are doing with the video, AVI might not be the best choice. I think the first thing you should do is definitely try using Adobe Media Encoder. When you go to File Export in Premiere CC there are a few buttons in the bottom right.

One of them says Export. You are probably clicking on that because it obviously makes the most sense. I made that mistake as well. There's another button that says 'Queue'. Use the Queue button, that will launch Adobe Media Encoder. There's really no reason I can think of not to use it. I don't even know why that Export button even exists now that everyone with CC has everything.
These things might not solve your problem, but they are a good place to start.
